Auxillary Light Switch
A toggle switch located under the left side of the upper triple clamp controls both auxilary lights.

Has the switch been turned off?

The '04 TC owners manual lists a type 3157 bulb for the rear turn signals. According to the PIAA web site that's a dual filament bulb that is multipurpose. It doesn't mean both filaments will be used because it would depend on the socket and wiring.
