2002 Victory for sale at Lake Shore H-D inLibertyville, Illinois has what looks like a Touring Cruiser for sale. They list it as a 1500 so I don't know if it has been upgraded or not. They are asking $5999.

Yep it's a TC.
It looks like they also have a 2000 C for $6199 and a 2003 C for $9599.
